Due to an italian act, you can't modify the number and the position of the floors of a building. Originally, the structure was totatly empy inside, so a cinema could fit in. It was three floor high. It was a problem for Luciano Pia. However, he was able to optimise the empty space re-creating a urban garden. That is why, despite the building is as high as a ten floors one, it only has seven habitable floors.
