In 1822 the General Council of the City decided to modify the Plan of Gaetano Lombardi for the area between the Bulwarks of Southern Italy and Viale del Re, abolishing the project of public gardens and selling the land. A new plan by Lombardi provides for the construction of 7 large lots to be used for the construction of suburban villas and buildings with gardens. The plan plans to continue the road network of the seventeenth-century city. Thus large blocks are delimited, including three current Via Mazzini and Corso Vittorio. Most of the villas and buildings built in the 1920s will be demolished or merged over time into higher buildings. Only the Porta Bava building remains of this first phase of construction.
