It is important to remember that the idea of the building came after the incorporation of the Bukovina region into the Habsburg Empire in 1782, as the metropolitans of the annexed territoriy needed a new residence. In the first phase it took only a year to finish the work but the appearance was so shabby that part of the building collapsed. Dosoftei Herescu, bishop of Radauti (present-day in Romania) and then of Chernivtsi, complained several times the situation finding himself forced to go to live in rent. A series of reports were sent to the Lviv administration and finally, in 1860, the Minister of Religious Affairs made a call on reconstruction. The Czech architect Josef Hlavka was selected and new works began in 1864 and were completed in 1882. Later Hlavka will design many other works for the city of Chernivtsi.
